A total of 22 firms have signed a £75m framework deal with Southampton City Council.
The agreement will run for four years and cover general building works.
A project source said: "The framework format saves both time and money and helps build relationships with contractors.
"Also, instead of inviting firms to tender for individual projects, when a scheme comes up for grabs the firms on the list vie for it by submitting mini-tenders.
"Some clients just award contracts to firms on their frameworks,but the feeling in Southampton is that the mini-tender process ensures best value for money."
Contractors will work on projects ona range of buildings owned or leased by the council.
Works will include refurb, renovations, extensions and new build schemes.
The works have been split into three packages: up to £500,000, £500,000-£3m, and deals valued at more than £3m.
The framework is in addition to Southampton's £120m sub-regional framework, which was rolled out in 2007 and featured packages of work between £500,000 to £2.5m.
