A £50m flagship deal in Suffolk is being delayed because of funding problems.
The result of the race for the Waveney Campus scheme in Lowestoft, between RG Carter and Morgan Ashurst, was to be decided this month.
But a source close tothe scheme said: "Waveney District Council hasn't got the money to pay for the scheme at present - it's a bit like the situation with the Learning and Skills Council where a lot of education projects are on hold because of cash issues."
He continued: "But the council has promised the scheme will go ahead, although the winner will not now surface until October."
Work on site was originally expected to begin this year or very early in 2010, but it is understood that the start date has now been put back to May 2010.
The job includes offices,laboratories and technical facilities.The scheme is part of a wider plan to regenerate the Lowestoft and Great Yarmouth areas.
