M&E / Building Services / FM Delivery Engineer

Location: Southern Cyprus

Salary: £35,000 - £45,000 per annum


Job Purpose
Responsible to the Head of Service Delivery for the day-to-day service delivery for the contract at their particular site and outstations.


Duties & Responsibilities
To liaise and report daily to the Head of Service Delivery and bring to their attention any issues that need to be reported or must be resolved.
To ensure that the planned preventative maintenance and the identified remedial works are completed as per contract requirements. The relevant SQL Reports are to be regularly run to monitor performance.
To monitor the reactive maintenance operations across the work packages undertaken by the supply partner organisation.
To ensure that Scopes of Work (SoW) are prepared for entries.
To carry out RIBA Stage Review of drawings and Specifications and ensure that these are forwarded for approval/endorsement. The review of drawings to include checks to confirm adherence to the Works Briefs, compliance to regulations and company standards and sustainability principles. The financial implications of the various design options are to be analysed and controlled and presented to management.
To ensure that sufficient resources are available to complete works on time including labour, materials, plant and equipment.
To ensure that all works carried out under the AFP, meet the agreed specification and drawings and are delivered within planned timescales and budgets. To ensure that the Building Control function is carried out for those works which fall under building control.
To ensure all works and operations carried out are in accordance with contract Health and Safety Plans including strict adherence to the site procedures.
To ensure that information held on the IMS system is timely and accurate and that individual building-based information is current.
To ensure that site labour possesses the necessary skills and qualification to carry out the works safely, efficiently and to the required standards.
To ensure that the approved processes are adhered to.
To carry out audits of works/maintenance operations undertaken as directed by the Service Delivery Manager and report findings back to Service Delivery Manager.
To attend audits and facilitate as required
To ensure completed works are accepted by the client and approved for payment without any undue delays.


Knowledge & Experience
Essential –
Design of Mechanical or Electrical works
Familiarity with standards associated with the design, construction and maintenance of buildings and services.
Extensive experience of working on MoD establishment sites
Experience of working in continuous improvement environment
Experience of this industry sector
Experience in H&S Audits & inspections
Risk Management experience
Experience in managing a DEL/subcontractors within a similar type of environment and contract scope of works

Desirable –
Line management experience outside our organisation
Line management experience inside our organisation
NEBOSH or IOSH qualifications

Think strategically and conceptualise the future
Be experienced in the implementation of H&S initiatives to develop staff and influence ethos
Deliver effective communication of H&S matters at all levels
Be experienced in the application of Schedules of Rates for works valuations
Have the ability to deal effectively with sensitive issues
Possess a flexible approach
Be able to work under pressure and meet deadlines
Demonstrate a thorough understanding of requirements within an MOD environment (desirable)


Qualifications / Education
Essential –
HNC or equivalent in a building or engineering discipline

Desirable –
Full membership of relevant professional Institute
Building Control experience
